Aadhaar-based faceless Learner's Licence (LL) pipeline

Applicants can obtain a Learner's Licence from home without visiting the RTO by choosing 'Submit via Aadhaar Authentication' on sarathi.parivahan.gov.in. Demographics and photographs are securely retrieved via UIDAI e-KYC.

After watching the mandatory road safety tutorial, applicants complete an AI-proctored 15-question computer test using their webcam (60% passing mark). Upon passing, a digitally signed Form 3 e-LL is issued instantly for download and synced to DigiLocker.

MVA 2019 amendments: 1-year re-test grace period and Form 1-A

The Motor Vehicles Amendment Act reduced the renewal grace period from 5 years to exactly 1 year (365 days). If you apply to renew your driving licence more than 1 year after its expiration date, you must retake the practical driving test afresh on an Automated Driving Test Track (ADTT).

For non-transport drivers, Medical Certificate Form 1-A certified by a Registered Medical Practitioner is mandatory for any renewal upon reaching 40 years of age, uploaded digitally via the Sarathi Doctor Portal.
