Why Do Traffic Fines Differ Between States?

Under Section 200 of the Motor Vehicles Act, 1988, state governments possess constitutional authority to notify their own compounding schedules for compoundable offences. While the Central 2019 Amendment introduced higher baseline penalties, states like Maharashtra and Karnataka notified tiered concessions for first-time offenders, whereas Delhi retains strict central benchmark rates. Non-compoundable crimes (such as Drunk Driving under Section 185) cannot be compounded anywhere in India.
