How Virtual Courts (vcourts.gov.in) resolve traffic fines

Virtual Courts are an initiative of the e-Courts Project under the Supreme Court of India. When an automated camera or police e-challan remains unpaid beyond the compounding period, it is transferred to the jurisdictional Virtual Court.

You receive an SMS summons with a unique CNR number. On vcourts.gov.in, enter your mobile or vehicle number. If you plead guilty, the magistrate's proposed fine is displayed, which you can pay immediately via net banking, UPI or debit card to receive a court disposal certificate.

Settling pending challans in National Lok Adalats

National Lok Adalats are organized quarterly by the National Legal Services Authority (NALSA) across all district and high courts in India. They provide an amicable forum for compounding traffic violations with substantial fine concessions.

In Delhi, Maharashtra and Karnataka, police traffic departments open online token registration portals prior to the Lok Adalat date. Citizens download a timed appointment slip and appear before the bench to have older or compounding fines reduced or waived.

How to dispute bogus or wrongful camera challans

  • Examine photographic evidence: Verify that the vehicle in the speed/signal photo actually matches your vehicle model and registration plate.
  • Cloned registration plates: If the vehicle is of a different make or located hundreds of kilometres away, file a police complaint for plate cloning.
  • Submit grievance on Parivahan eChallan: Use the official grievance submission portal under 'Raise Grievance' with registration proof.
  • Contest in Virtual Court: Choose 'I contest the claim' on vcourts.gov.in to transfer the case to a regular magistrate court for photographic scrutiny.

Consequences of ignoring court challan summons

Unpaid challans that remain ignored beyond judicial deadlines result in vehicle blacklisting on the National Vahan database. A blacklisted vehicle cannot obtain a fitness certificate, renew insurance, transfer ownership, or receive an RTO NOC.

In serious non-compoundable cases (such as Section 185 drunk driving or Section 184 reckless driving), magistrates can issue bailable warrants requiring physical appearance.

Can all traffic violations be settled in Lok Adalat?

Only compoundable offences (such as speed violations, red light jumps, helmet/seatbelt infractions) can be settled. Serious non-compoundable offences like driving under the influence cannot be compounded in Lok Adalat.
