Online Slot Booking via Parivahan Sarathi
To take your permanent driving licence (DL) or learner licence (LL) test at your local RTO, apply through the official Parivahan Sarathi portal. Select your state, enter your application number, pick your preferred date and slot, and download your confirmation slip.
RC Transfer & NOC Requirements
When buying a pre-owned vehicle or moving between states, you must obtain a No Objection Certificate (NOC) using Form 28 from the parent RTO. Submit Form 29 and Form 30 for ownership transfer, along with active insurance and PUC certificates.

How can I find which RTO a vehicle belongs to?
The first two letters of an Indian vehicle number indicate the State or Union Territory (such as DL for Delhi, MH for Maharashtra, KA for Karnataka), and the following two digits denote the specific registering authority code (e.g. DL-01 is Civil Lines, MH-01 is Mumbai Central, KA-05 is Jayanagar). What is an Automated Driving Test Track (ADTT) and what happens during the test?
An Automated Driving Test Track (ADTT) is an upgraded testing facility developed by transport departments and automated vehicle institutes (like IDTR). Instead of a motor vehicle inspector manually riding with you, optical beam sensors, overhead 4K cameras, and magnetic induction coils track vehicle trajectory, curb hits, boundary violations, and time limits. Key skill tests include parallel parking within 180 seconds, navigating an 8-figure loop without stopping or touching curbs, reverse-S maneuvering, and holding a gradient hill stop without rolling backwards more than 6 inches.
Can I book a driving test slot directly at the RTO counter?
Almost all major transport authorities in India have transitioned to 100% online slot booking via the Parivahan Sarathi platform (sarathi.parivahan.gov.in). Walk-in appointments for driving tests are rarely permitted. You must complete your Learner Licence holding period (minimum 30 days), fill Form 4 online, pay the statutory test fees, and choose your preferred date and time slot before arriving at the test center.
What documents must I carry to the RTO for a driving test?
On the day of your driving test, bring your original valid Learner’s Licence, appointment slot confirmation slip, payment receipt, original Aadhaar card or government photo ID, and the vehicle you will test in with valid physical RC, comprehensive insurance policy, and active Pollution Under Control (PUC) certificate. Ensure the vehicle bears a prominent red ‘L’ plate if driven under learner supervision.
How do I get an interstate vehicle NOC from my RTO?
To transfer vehicle registration from one Indian state to another, submit Form 28 (in triplicate) to your parent RTO along with the original Registration Certificate, active insurance policy, valid PUC certificate, local police verification / NCRB clearance, and chassis imprint on tracing paper. After clearance, the RTO issues an official NOC for registration at the new state authority.
